Position Summary

The RFP Response Writer is responsible for developing high-quality, compliant, and persuasive responses to Requests for Proposals (RFPs), Requests for Quotations (RFQs), Requests for Information (RFIs), Expressions of Interest (EOIs), Invitations to Bid (ITBs), grant opportunities, and other procurement requests across government, donor-funded organizations, NGOs, development partners, and the private sector.

The role combines exceptional writing skills, attention to detail, project coordination, and cross-functional collaboration to produce compelling proposal responses that align with client requirements while effectively communicating the organization's capabilities and value proposition. As the role evolves, the RFP Response Writer may also support proposal discussions and client engagement activities that contribute to successful business development outcomes.

  • Experience responding to international donor procurements.
  • Knowledge of procurement processes and proposal evaluation methodologies.
  • Familiarity with proposal management software or content management systems.
  • APMP certification or proposal management training is an added advantage.
  • Experience with document layout or proposal design is an added advantage.

Key Responsibilities

  • Review solicitation documents to understand scope, evaluation criteria, submission requirements, and compliance obligations.
  • Analyze proposal requirements and develop response plans, timelines, and content needs.
  • Support bid qualification discussions by identifying proposal requirements and potential risks.
  • Write, edit, and tailor persuasive, accurate, and compliant proposal responses.
  • Develop executive summaries, technical narratives, methodologies, implementation approaches, organizational capability statements, and other proposal content.
  • Translate technical information into clear, client-focused language.
  • Tailor responses to address client objectives, evaluation criteria, and procurement requirements.
  • Ensure messaging consistently reflects the organization's strengths and differentiators.
  • Collaborate with subject matter experts, technical teams, finance, legal, operations, marketing, and leadership to gather proposal content.
  • Coordinate internal reviews and consolidate stakeholder feedback.
  • Follow up with contributors to ensure timely completion of proposal deliverables.
  • Ensure all proposal responses fully comply with solicitation requirements.
  • Review submissions for accuracy, consistency, grammar, formatting, branding, and completeness.
  • Verify adherence to page limits, submission instructions, mandatory attachments, and evaluation criteria.
  • Conduct final quality assurance reviews before submission.
  • Support proposal clarification meetings, discovery sessions, presentations, and other pre-award discussions when required.
  • Represent the organization professionally during bid-related interactions with prospective clients and partners.
  • Collaborate with internal and external stakeholders to ensure proposal responses accurately reflect client expectations and organizational capabilities.
  • Maintain and continuously improve the proposal content library.
  • Update reusable proposal content, company profiles, project references, staff biographies, certifications, and capability statements.
  • Document lessons learned and contribute to proposal templates, writing standards, and best practices.
  • Prepare proposal packages for electronic or physical submission.
  • Ensure all submission requirements are met before deadlines.
  • Support post-submission clarification requests and proposal updates where applicable.
  • Assist in preparing capability statements, company profiles, presentations, and other business development materials.
  • Contribute to proposal discussions and client presentations when required.

Educational Requirements

Required Qualifications

  • Bachelor's degree in Communications, English, Journalism, Business Administration, Marketing, Public Administration, International Development, or a related field.
  • Minimum of 3 years of experience writing RFP responses, proposals, tenders, grants, or similar business documents.
  • Experience responding to government, NGO, donor-funded, and private-sector procurement opportunities.
  • Excellent business writing, editing, and proofreading skills.
  • Strong organizational and project coordination abilities.
  • Ability to manage multiple proposal deadlines simultaneously.
  • Strong analytical and research skills.
  • Exceptional attention to detail and accuracy.
  • Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
  • Experience using online procurement and tender submission portals is an advantage.
